Harlan Y. Kimura, Chair

Harlan Kimura was first elected to the Board in 1995 and previously served twice as Chair from 1998 to 2001 and 2015 to 2018. He is the President and Owner of Harlan Y. Kimura, Attorney at Law, A Law Corporation, having practiced law for almost 40 years. Harlan also serves as a Hearings Officer for the Office of Boards and Commissions for the County of Kauai. Harlan previously served as a Board member for the Christian Legal Society and the Friends of the William S. Richardson School of Law Alumni Association.


Roberta Mayor, Vice Chair

Roberta Mayor joined the Board in 2019. Roberta served as the Chief Executive Officer of an educational consulting service until 2021. Prior to that she served as the Superintendent for the Oakland Unified School District of California and has more than 40 years of experience in education in California and Hawaii as a high school teacher, principal, state level administrator, and superintendent. Roberta currently serves as the President of the Hawaii Kai Neighborhood Board and serves on the Board of the Newcomers Club of Honolulu.


Alan M. Schlissel, Treasurer

Alan Schlissel was first elected to the HawaiiUSA Board in 2018. Alan is the Managing Member of Schlissel & Associates LLC, a full-service tax and accounting firm. He formerly served as an Adjunct Professor in the School of Accounting at the Shidler School of Business at the University of Hawaii. Alan currently serves on the Audit Committee of Big Brothers Big Sisters of Hawaii. Previously, he has served as a Board member for Financial Executives International.


Rita S. Ornellas, Secretary

Rita Ornellas joined the HawaiiUSA Board in 2016. Rita is the Hawaii District General Agent for Colonial Life Insurance and has 20 years of experience in the insurance industry. In addition, Rita has over two decades of experience in the financial industry, having served in various executive management roles. She is also a Certified Credit Union Volunteer through the Credit Union National Association (CUNA). Rita is involved in various community and charitable activities through her membership with the Pearlside Church.


Jean H. Miyahira, Director

Jean Miyahira has been a member of the HawaiiUSA Board since 1999. Jean is a National Milken Educator and was employed by the Hawaii State Department of Education and Leeward Community College. Her passion for education continues with her service as a consultant to schools on Career Academies. Jean serves as a Board Director and Academy Reviewer for the National Career Academy Coalition and has previously served on the Western Association of Schools and Colleges Accreditation team.


Paul Mow, Director

Paul Mow joined the HawaiiUSA Board in 2021 and before that served on the Supervisory Committee for four years. Paul is the Chief of Staff for the City and County of Honolulu Department of the Prosecuting Attorney. Paul has been practicing law for more than 25 years and previously served as Deputy Attorney General and Deputy Prosecuting Attorney. He also has IT experience having served as a systems analyst for both the City and County of Honolulu and Finance Factors.


Stevette Santiago, Director

Stevette Santiago was elected to the HawaiiUSA Board in 2018. She previously served as its Senior Vice President of Strategy and Solutions. Stevette is the Director of Human Resources and Labor Relations at Young Brothers Limited. Stevette is active in the community, serving as an advisor to the University of Hawaii Master of Human Resource Management program and member on the SHRM Hawaii Workforce Development Committee.


Terry Visperas, Director

Terry Visperas joined the Board in 2020. Terry is a Program Specialist at the Public Safety Department for the State of Hawaii. He previously worked for the Department of Health and the Department of Labor. Before his work with the State of Hawaii, he was in the airline industry for 18 years. Terry previously served on the Board of the Hawaii Homeownership Center. He is a Medical Reserve Corps volunteer and is heavily involved with the University of Hawaii Athletics Marketing program.
